The clock consists of two faces, one for Cardiff and one for London. It features a series of kinetic elements illustrating Captain Willows' story, including landmark buildings and aeronautical items which move across the two steel faces. It will be lit at night by neon elements triggered by a sequence programmer to flash alternatively in colours, shapes and lines to represent the water, the moon and the tides.'

The clock was commissioned by Sovereign Land, the developers of Mermaid Quay, with the aim of creating a focal point for their new development.Cardiff Bay Arts Trust was established in 1990 as part of a policy on public art set out by Cardiff Bay Development Corporation. Over the first decade CBAT has worked with public institutions, private corporations and with the local community to enrich the experience for those who visit, live and work in the area. Following the wind up of CBDC, Cardiff Bay Arts Trust became CBAT The Arts & Regeneration Agency and continues to operate UK wide and internationally.

The clock commemorates the life and achievements of Captain Ernest Willows, a prominent local aeronautical pioneer whose airship experiments in the skies over Cardiff were a regular occurrence in the early 20th century. The two clock faces, representing London and Cardiff, represent Captain Willow's historic flight between the two cities in August 1910. With this flight he became the first person to cross the Bristol Channel in a powered aircraft.
